I think this toy would be a good candidate for the 'emotionally scarring toys' section of disturbingauctions.com. It's like those evil cymbal monkeys, but a clown, so even worse. I found this at Pearl River in New York, along with a lot of other fascinating toys including the following red velveteen Chairman Mao bust piggy bank.
